GPU fans are intake fans. They pull cool air from inside the case onto the card's heatsink to carry away heat from the GPU die, VRAM, and power components. What happens to that heated air afterward depends entirely on the cooler design: an open-air card releases it into the case, a blower card ducts it straight out the rear I/O bracket, and a hybrid or AIO card moves it to a radiator. Open-air vs. blower vs. hybrid: where the heat actually goes
Open-air coolers are the standard on today's consumer cards, from budget models up through flagship GeForce and Radeon cards. Two or three axial fans sit on top of an exposed heatsink with no shroud around it. The fans pull air down through the fin stack, and the warmed air escapes out the sides, top, and bottom of the card directly into the case. - Aim for slight positive pressure. Keep total intake airflow modestly higher than exhaust — roughly 10-20% more — so the case stays slightly pressurized. This pushes dust out through gaps and seams instead of pulling it in through them.

Why your GPU fans aren't spinning (and why that's fine)
Nearly every GPU built in the last several years ships with a zero-RPM or "fan-stop" mode: the fans stay completely off at idle and light desktop use, and only spin up once the card crosses a set temperature — typically somewhere in the 45-60°C range depending on the manufacturer. Below that threshold, the passive heatsink handles the small amount of heat on its own. Seeing your GPU fans sit still while browsing or watching video is normal behavior, not a fault.

Mounting a GPU vertically with a riser cable, so it faces the case's side panel instead of the motherboard, is mostly a cosmetic choice, and it comes with a thermal trade-off worth knowing about. If the card ends up pressed close to a solid glass panel, its fans can end up starved of fresh air and re-breathing their own exhaust, which raises temperatures. The fix is spacing: a card needs a few inches of clearance to the panel, and a mesh or vented side panel instead of solid glass, to keep pulling in outside air rather than recycling hot air trapped against the glass.
Small form factor "sandwich" cases — where the GPU sits on the opposite side of a divider from the motherboard, facing its own vented panel — are a different situation. - Don't reverse or modify a GPU fan's spin direction. The fan, heatsink, and shroud are engineered together as intake; reversing airflow undermines the cooling design and can raise temperatures rather than help.
- Clean with compressed air, not by spinning the fans by hand or letting compressed air spin them freely. Hold each fan still with a finger while blowing out dust to avoid over-spinning the bearing, which can shorten its life.
- Don't ignore rising idle temperatures over time. Dust buildup on the heatsink fins is the most common reason a card that used to run cool starts idling warmer.
