If Windows reports 3840×2160 but the mouse cursor feels sluggish or video looks choppy, you're almost certainly running at 30 Hz instead of 60 Hz — a known symptom of an HDMI 1.4 port or an underspecced cable. To confirm and fix it:

  1. Go to Settings > System > Display > Advanced display and check the Refresh rate dropdown.
  2. If 60 Hz isn't listed as an option, the bottleneck is the port or cable, not Windows.
